With all the lawsuits from tainted material and food stuffs, they HAVE to do it! I had stands too, but the times have changed....and not for the better! It would be the CITY and not the family, probably, being sued for not enforcing code.
When I was A kid my young friends and I sold in front of our house to the older kids who got out of school latter than us.. We even sold tickets to our puppet shows. We made the puppets. WE made Halloween scare houses in the basement and sold tickets there also.We even sold the neighbors shiny rocks he put out for landscaping. It was great fun and our weekly allowance was only 5 cents. The dime store down the street got a lot of our business. Now the adults in power are making it hard for kids to just be kids. How sad.
Anybody selling stuff outside the festival needs a permit. Why should this family be any different? Her parents put her up to this so they should pay the fine. It is not like she set up shop on the sidewalk in front of her house. Her parents took her to the festival so she could make money selling stuff. Fine, then obey the law as others are expected to do.

A 'trading permit' for a corner lemonade stand. So much for the EU bureaucracy and all that. You guys need a PM who cuts regulations...I'll bet somewhere in Brussels, there are a bunch of pen-pushers now writing specs for an 'acceptable' glass of lemonade that can be sold at street corners. @Dave X Our USA gov. makes us pay sales tax for old stuff that has already been taxed when new at our flea markets.And if we give our grown kids over ten thousand a year then the kids pay tax on that...even tho that money was already taxed in the parents wages.
